A statute to provide for the expenditure for the financial year 2000 and to make financial provisions in that financial year for the activities of the provincial council and to cause money to be paid out of provincial fund of the Southern Provincial Council in cash or in advance and to provide for the repayment into the provincial fund of such moneys and to provide for other matters connected above mentioned matters or incidental thereto.

Be it passed by the Southern Provincial Council as follows:

1. This statute is cited as the appropriation statute No.......of 1999.

2. Without prejudice to any other law which authorises for any expenditure, the expenditure of the Southern Province, a sum of Rs. 6,119,653,000.00 estimated to be required for service expenditure for a period beginning with 1st of January, 2000 and ending on, 31st December, 2000 (refered as financial year 2000 in this statute) shall be spent out of the Provincial Fund of the Southern Province.

The sum of Rs. 6,119,653,000.00 mentioned above may be spent as referred to in the First Schedule of this statute.

(i) During the financial year 2000, all receipts of the Southern Provincial Council from each activity referred to in Column I in the Second Schedule in this statute shall be credited to the account of such activity. The total of the receipts so credited shall not be less than the minimum limit referred to in the corresponding entry in Column HI in such schedule.
(ii) The expenditure incurred by the Southern Provincial Council for each activity referred loin Column I in the Second Schedule of this statute (lining financial year 2000 shall be payable from the receipts of the Southern Provincial Council from such activity during the such financial year. However such expenses shall not exceed the maximum limit referred to in corresponding entry in the Column II of such schedule.
(iii) The debit balance outstanding at the end of financial year 2000 for any activity referred to in Column I in the Second Schedule in this statute shall not exceed the maximum limit referred to in corresponding entry in Column IV in such schedule.

4. Where the receipts of the Southern Provincial Council from any activity referred to in Column I in the second schedule in (his statute at any time within the financial year 2000 is insufficient, the Chief Minister may, from time to time, order by a direction that such amount as the Chief Minister may consider to be necessary to meet such expenditure shall be payable as an advance from the Provincial Fund of the Southern Province. However the total amount so given as an advance shall not exceed the maximum expenditure limit referred to in the corresponding entry in Column II of the same schedule. Such amount so given as an advance for such activity shall be repayable in such manner as the Chief Minister may order by a direction.

5.
(i) Any amount allocated for recurrent expenditure under any head referred to in the First Schedule of this statute in terms of the provisions of such schedule but not spent or expected not to be spent in future may be transferred to any allocation of recurrent expenditure under a vote or to any allocation of capital expenditure under a vote according to the direction of the Chief Secretary of the Southern Province.
(ii) Any amount allocated to Capital Expenditure under any head referred to in the First Schedule of this statute shall not be transferred outside such allocation.

6. Where the Chief Minister satisfies himself that ;
(i) the receipts from taxes or any other source 10 meet the expenditure authorised is less than the amount expected, or
(ii) the moneys already appropriated for any activity or activities is not further necessary the Chief Minister may, with the approval of the Board of Ministers of the Provincial Council, withdraw any sum of money already released out of the PROVINCIL! Fund under the authority of the warrant issued by him to meet the expenses completely or any part of it.

7. The Chief Minister may, with the approval of the Board of Ministers of the Provincial Council, modify or alter by a direction on or before 31st May, 2001.
(a) Any of maximum limits in Column II and in Column IV in the Second Schedule of this statute.
(b) The minimum limit in Column III in the Second Schedule of this statue. Any direction made under this Section shall not be effective unless it is approved by the Southern Provincial Council by confirmation of a proposal. Where such direction is expressly mentioned that such direction shall be effective from the date prior to the date of such direction, it shall be deemed to be effective from the date so expressly mentioned.

8. The Southern Provincial Council may amend Second Schedule by confirmation of a proposal-by adding any activity to appropriate Columns of this statute and by adding -
(a) All maximum limit on such activity or any limits thereof,
(b) The minimum limit on such activity.
